Port Gellhorn is the industrial northwest: a coastal city that once ran on tourism and trade and now runs on whatever still pays. Official copy lists cheap motels, shuttered attractions, liquor stores, truck stops and underground hustles.

It is one of the six regions Rockstar named on the official site. Screenshots from June and August 2026 show a worn boardwalk-and-harbor look, closer to a Gulf panhandle town than to Vice Beach neon.

The real Leonida behind Port Gellhorn

Kelly County. Panama City and the Bay County towns of Florida's Panhandle. The seaport is modelled on Port Tampa Bay and the Bocamar Bridge on the Sunshine Skyway; the name nods to war correspondent Martha Gellhorn.
